Proposal Manager

Proposal Manager USA $100000 – $130000 Permanent

Proposal Manager to support and oversee the pursuit process and proposal best practices. Works with District to incorporate the win strategy for the pursuit into the client deliverables (qualifications, proposal, interviews).

Location: Houston

Roles & Responsibilities:

  • Manage proposal process to create and coordinate responsibility matrix defining roles, deadlines and assignments
  •  Manage proposal process to assess level of effort for pursuits and resourcing of personnel
  • Manage pursuit work plan with District’s capture manager, lead estimator and partners
  • Facilitate strategy and storyboarding sessions, works with writers to incorporated strategy into proposal 
  • Lead proposal kick-off meetings, milestone reviews and recovery periods
  • Develop and maintain best practices and templates, data platform and style guides
  • Interview and develop content, technical writing and editing
  • Brainstorm with graphic designers the technical and informational graphics with visual persuasion
  • Coordinate production process


The successful candidate must possess the following qualifications:

  • 10+ years of proposal coordinator experience in A/E/C industry with an emphasis on $100+ million qualifications-based/design-build, design-build-operate-maintain, and CM/GC projects
  • History of working on transportation-, Federal- and water/wastewater- based pursuits
  • Bachelor’s degree in Marketing/Communications, Journalism, English, Construction Management or equivalent required
  • Advanced knowledge and skills in Microsoft Office Suite and Adobe Acrobat 
  • Experience with Adobe Creative Suite including InDesign, Illustrator, and Photoshop
